Mobility, Sustainability and Quality of Life

Enrique Penalosa is a former mayor of Bogotá, Columbia, and while in office the rejected the advice of a Japanese firm to build very expensive highways and instead “invested in the poor” by providing schools, libraries, footpaths and parks. Thus instead of providing infrastructure for the relatively privileged which made the poor feel like second class citizens, infrastructure was provided for the majority of people.
He emphasized that a city is a means to a way of life and should be planned with that in mind. “A good city is where people want to be outside.” “Footpaths are the most important element of a democratic city’s infrastructure… and of its transport system as well.” He considered that public good should prevail over private interest. For example, all waterfronts should be open to the public — not privately owned and exclusive.

FORUM ON ACT SUSTAINABLE WASTE STRATEGY 2010-2025

On 9 February 2011, I attended the forum on the ACT Sustainable Waste Strategy held at the Belconnen Premier Inn. At the Forum Bruce Edgerton of the Department of the Environment, Climate Change, Energy and Water outlined the report on the topic. There followed a time for comment and questions. Matters raised included: the generation of waste; product stewardship, where sellers or producers take back the used product (when a new one is bought); disposal of TVs, computers, stereo equipment and batteries; litter, especially from fast food outlets; increased publicity about what can be put in recycling bins, particularly given Canberra’s mobile population; educating people about composting and community gardens (a participant advised there are 10 community gardens in Canberra); accessibility to recycling transfer stations; and salt in treated sewerage. Many participants were interested to hear that a second recycling bin can be obtained for $50 per year.

REVIEW OF THE NATURE CONSERVATION ACT 1980

On 1 February 2011 from 6.00pm to 7.30pm Damien Haas and I attended a community forum on the review of the Nature Conservation Act 1980. The forum was briefly addressed by the current Conservator and this was followed by short presentations/speeches by representatives of several interested groups including the Conservation Council, the Canberra Reptile Sanctuary and the Rural Landholders Association. After theses presentations there was an opportunity for those present to ask questions and to make comments, which many did. Issues raised included: population growth; residential density; whole of region approach; consultation with indigenous people; the setting of targets; the use of on-line community forums; and the need to broaden funding sources.

EVALUATION FORUM FOR NATIONAL WASTE REPORT 2010

The forum was held on 23 November 2010 at the Exhibition Park in Canberra (EPIC). Approximately 40 people attended the forum; representing widely varied organisations; including recyclers, government departments, a university and councils.

After a brief introduction, people were allocated to six non-homogeneous groups, to discuss what was most and least useful in the report, make suggestions to improve the report and comment on challenges. This was the first report of what may become a series. The next report is due in 2013.

The meeting was asked to rank the recommendations of the six groups. The top ranked recommendations to improve the report were to have better quality of data and to include information on full life-cycle costings. The top ranked challenges were: “need more emphasis on costs – real costs, externalities, transport, government impost” and “better comparability of data on costs and benefits of different waste management options, and across jurisdictions”.
